Local Information

History:

The City of Winchester is located in Frederick County, which borders Maryland and West Virginia, in the Shenandoah Valley. Winchester is the northernmost community in the Commonwealth of Virginia.

Winchester was the first settlement and first chartered city west of the Blue Ridge (1752). Originally called Frederick Town after the father of King George III, Winchester was renamed after the ancient capital of England by Col. James Wood, the city's founder. Due to its strategic location, Winchester played a major role in all the wars fought on U.S. soil. It served as the center of defense in the French and Indian War.

Colonel George Washington made Winchester his headquarters when he was sent to build a line of forts to defend the Virginia frontier. A hundred years later, in the American Civil War, Winchester was headquarters for both Jackson and Sheridan. Five major battles were fought for control of this strategic crossroads area, and the city itself changed hands 70 times.

Topography:

The City occupies 9.3 square miles, or 5,951 acres. Handley Library, in the center of the City, is at 714 feet above sea level.

Population:

The 2000 population of Winchester was 23,585, which is a 7.5% increase from 1990. Winchester was the twelfth fastest growing city out of forty in Virginia in the 1990's.

Education:

The City of Winchester operates a K-12 school system. As of September 30, 2001, total enrollment was 3,539 in the city school system. Classes are divided into K-5 elementary, 6-8 middle school and 9-12 high school.

The City currently operates a total of 6 schools, 4 elementary, 1 middle and 1 high school. During 2001, the student:teacher ratio was 12:1 at the elementary levels and 10:1 at the secondary levels.

Local private schools include Grafton (special program to children, adolescents with special needs), Winchester Montessori School (K-3), Rosedale Christian Academy (K-12) and Sacred Heart Academy (K-8).

Shenandoah University (SU)
Shenandoah University is located in the City of Winchester. SU offers four-year under-graduate and graduate programs. Known for it's Conservatory, SU also offers a business school, a school of health, a school of pharmacy and an Institute of Public Policy. (Fall 2001: 2,451 students)

Lord Fairfax Community College (LFCC)
Lord Fairfax Community College is located approximately 20 miles south of Winchester. LFCC offers two-year programs for an associate degree in Art and Sciences and Applied Science, Career Studies and Certificate Programs. (Fall 2001: 4,191 students)

Employment:

In 2001, the civilian labor force was 13,730 with 97% employed. The average annual unemployment rate in 2001 was of 1.7%. Winchester-Frederick County's workforce commutes in from a thirteen county area considered as the workforce draw area. Within a 30-mile radius, the workforce was 247,663 workers in 2001 with 8,411 workers looking for employment.
